Will US Soldier Captured by N. Korea Lead to War?

A seemingly disturbed US soldier ran across the DMZ into North Korea, and was subsequently taken prisoner by North Korean troops.

Who is this solider, why was he anywhere near the DMZ and how did the US military let this happen?
