The longtime chef of an award-winning Milford restaurant and his brother are set to open their own eatery next week. Paul Barraco, executive chef for the past 12 years at 20 Brix, 101 Main St., and Neil Barraco are opening the Governor, just blocks away at 231 Main St., on Jan. 21.
