Gov. Kate Brown on Friday encouraged Oregonians to "stay home and stay health," rather than issuing a "shelter in place" order. That doesn't mean an order won't still be issued, perhaps initially for the city of Portland. Brown appeared at a Friday press conference with Portland Mayor Ted Wheeler and Multnomah County Chair Deborah Kafoury. The messages were mixed.
