Charlie Baker instructed out-of-state travelers to self-quarantine for 14 days with the exception of seven Northeastern states. Baker said his updated guidance, which takes effect Wednesday, does not apply to travelers coming from Rhode Island, Connecticut, Vermont, New Hampshire, Maine, New York or New Jersey.
