Cristobal makes landfall in Louisiana, bringing heavy rain

Tropical storm Cristobal made landfall Sunday, submerging entire neighborhoods and spinning two tornadoes. The storm has since been downgraded to a tropical depression, but forecasters said some parts of Louisiana and Mississippi could get as much as a foot of rain with storm surges of up to five feet.
