Inslee orders investigation 'competely free of any conflict of interest' in Manuel Ellis death

Washington Gov, Jay Inslee promises an investigation "completely free of any conflict of interest" into the March 3 death, in police custody, of a Tacoma man, Manuel Ellis.  Attorney General Bob Ferguson blasts bungling by the Pierce County Sheriff's Office.
