Obama seeks congressional war authorization against ISIS

President Obama asked Congress to become his full partner in the war against the terrorists responsible for the death of Kayla Mueller and countless other innocent people. He asked Congress to officially authorize the war he's been waging against ISIS -- for the rest of his presidency. Major Garrett reports.
