It's 6- .... time for the morning spring.

Haddie has a really nice spring-like day before a chance for snow moves in for parts of our area.

And christina lorey is sharing how people in our area are protecting watersheds here and helping provide clean water worldwide.

But we start in texas this morning... austin police say the phone they found with bombing suspect mark conditt contains a recording that they consider a confession... but it doesn't include why he reportedly sent packaged bombs around the city this month, killing two people and sending five others to the hospital.

Austin's police chief says the 23-year-old blew himself up when investigators tried to arrest him yesterday.

Police are still questioning his two roommates to determine if he had any help in sending those bombs.

Lawmakers on capitol hill will work to pass a 1-point-3 trillion dollar spending plan that would fund the federal government through the end of september.

Congress has until midnight tomorrow to pass a budget before the federal government runs out of money... again.

The compromise does not renew protections for hundreds of thousands of immigrants - known as dreamers - who were brought to the u-s illegally as children.

It also only funds a fraction of the 25 billion dollars president trump is asking for... to build a wall along the u-s mexico border.

Facebook ceo mark zuckerberg may be summoned to capitol hill as congress is considering hearings into why the world's most popular social media site allowed access to the personal information of 50 million users without their consent.

Zuckerberg called it a major breach of trust.

The information was shared with a political consultant who worked with the president's campaign in 2016.

There is one flight out of madison heading to new york's laguardia this morning that's delayed as the northeast digs out of a powerful nor'easter.

Hundreds of flights are cancelled for the day as the storm continues to travel toward boston.

Tens of thousands of people are without power... and amtrak trains are running on a modified schedule today.

Winter storm watch from 7pm friday until 12pm saturday for crawford and grant counties today: mostly sunny and seasonable.

Low: 20 wind: light ne the state assembly is expected to a $100 million school safety grant program, that would allow districts to hire armed security guards.

Representatives are also set to approve a $100 per-child tax rebate and an $80 million overhaul of the state's juvenile justice system that would include closing wisconsin's youth prison.

The senate passed those measures during its last day on tuesday, so if they're approved by the assembly, they'll go to governor walker for his signature.

As governor walker watches the work of those lawmakers today... he's looking to create 120 "economic opportunity zones" across the state.

Nine of those sites are in madison... including right around the old oscar mayer plant on the northeast side.

Establishing those zones would help those areas take advantage of the new federal tax incentives that are meant to increase investment and development.

It's world water day... and the city of madison is encouraging people to learn about the water problems we still face in the 21st century.

The chief engineer and director of madison's metropolitan sewerage district says this year's mission is to protect public health and the environment here in wisconsin.

But for many countries... and the nearly one billion people without access to drinking water around the world... the problem is much more basic.

"world water day" raises awareness for those... who still have to walk nearly four miles a day... just to find water to drink.

Janesville detectives say they've found possible bomb- making materials inside an apartment near edison middle school.

The janesville gazette reports no one is in custody after they found two components of what could have been used to make a homemade bomb.

They also found firearms and marijuana inside that apartment.

Police told the paper the people who lived there are cooperating with their investigation and have been evicted by their landlord.

A mount horeb man will be in dane county court sometime in the next couple days... monona police believe 50-year- old mathew levin kidnapped and sexually assaulted a woman at the auto body shop he owns.

That woman ran into a shell station on east broadway monday night... partially clothed.

She told police levin offered her a ride home... but drove to the integrity auto shop instead... where he assaulted her we're waiting to learn whether anyone was hurt in a significant fire in cross plains last night.

Firefighters were called to a house in the 7- thousand block of laufenburg boulevard around 8-15.

There's no word yet on just how badly the house was damaged... or what may have caused the fire in the first place.

Multiple departments responded to put it out.

And the sweet 16 will affect our programming today on wisc... loyola-chicago plays nevada just after 6 here on c-b-s... and then kansas state takes on kentucky right after that.

That means news 3 at 6 will air at 5-30 today... and our 10 o'clock newscast will air closer to 11 p-m when that late game ends.

Still moving well on the beltline although the westbound side is beginning to pick up between stoughton rd and park st.

I would expect some delays to show up within the next 15-20 min.

Inbound john nolen getting busier between rimrock and olin ave adding a few minutes heading into the downtown area.

Inbound monroe street already starting to get jammed up heading into campus, but main routes leading into the city are moving along at the posted speeds with no crashes or delays in the madison area.
