Mark Manteuffel has been arrested for several rapes that occurred in the Sacramento area in the 1990s.

He was arrested after DNA re-testing of evidence.

Now - the suspect in the 1990s rapes of several women in sacramento is behind bars.

Laughs neighbors in the east sacramento neighborhood where mark manteuffel lived for more than a decade-- couldn't believe he is being charged in several violent rape cases between 1992 -94.

He was a quiet guy.

You know but he talked with you.

Helpful 1:19 manteuffel reportedly helped neighbors rewire their home, attended sac state..

Even lectured there in the fall of 93 according to school officials..and worked in the federal prison system as an administrator- retiring in florida back in 2014.

But police say he raped and tortured three women decades ago.

And friday- the fbi tracked him down at his home in decatur georgia with the help of dna recovered at a restaurant..

Using the same technology called 'genetic geneology'..that led to an arrest in the east area rapist case last year.

We would not have this predator in custody right now.

And maybe never would 26 the sacramento county district attorney says catching a predator like mark manteuffel is about passion, patience and persistence.

And today a quarter century later..

A silent witness has spoken.

29 schubert praised the ingenuity and teamwork of detectives who had the forsight to keep dna test kids longer than the law allowed at the time.
