Metropolitan area after a flash flood emergency was issued on Monday.
Torrential rainfall hit the D.C.
Area including Arlington, Virginia, where a rush a water poured through the ceiling of the Virginia Square Metro stop and the rain flooded the backyard of a resident Hodge Seck who lives near a creek.
"I was actually out at a doctor's appointment when the downpour started," Seck told Reuters.
"I drove home in blinding rain and ended up having to wade through knee-deep water in my yard.
Really unbelievable." Hundreds of cars are stranded on George Washington Memorial Parkway.
Police are encouraging people to stay off the roads.
