Widespread showers moved into acadiana around 11 am saturday morning.

Some locations have received nearly 5 inches of rainfall throughout the course of last 48-72 hours.

More rain on the way today.

Thankfully, not as much as what we received on saturday.

It does appear we will have a break for the next few hours across south central louisiana, but rain will move back into the forecast by early mid morning into mid day.

I'm joe sam today is the second day of the new year......january 2017....a lot of events took place over the weekend to bring in the new year but it wasn't the only thing that made an appearance.....the rain forcing everyone to take the celebrations inside....we'll get to that in just a minute....first lets check in with meteorologist scot pile to see if we're going to continue to see those wet conditions....good morning scot 3 what a soggy & stormy series of days it has been across the area.

It does appear we will have a break for the next few hours across south central louisiana, but rain will move back into the forecast by early mid morning into mid day.

There is an enhanced risk for severe thunderstorms. this means that numerous strong to severe thunderstorms will be possible.

The main threat will be damaging winds.there is also a low-end tornado threat as well.

Stay weather aware this afternoon.

And remember, sandbag locations... 3 and the weather may not be the only thing affecting your commute....taking a look at your traffic alert.....multiple roads will be undergoing road repair this week.

Starting tomorrow lane closures will affect - south city parkway between johnston street and robley drive - also robley drive between orangewood and lowes center drives and lastly west congress street between domingue ave and guilbeau road all of which will last until january the 20th detour routes will of course be put in those areas to make your commute a little easier traffic delays will continue in iberia parish this week as well.l-a 1-82 between main and saint peter streets will be closed until mid- january.

Crews are installing new drainage structures in the area which will close the road until five p-m friday, january 13th 3 the department of wildlife and fisheries will soon have a new secratary and he's a local lawmaker from acadiana.

Governor john bel edwards appointed representative jack montoucet of crowley to the position.

Edwards says his business expertise and experience as an alligator farmer makes him perfect for the position.

Montoucet says he is excited to get started.

<"number one, we have the greatest state when it comes to hunting and fishing and number 2, everybody has a seat at the table.

We're going to talk about how we're going to preserve that, how we're going to develop it and we're going to do it together."> montoucet will officially take over on january 16th.

He will be giving up his house seat..

Which means there will be a special election on march 25th to decide on his successor.

Turning to your state news this morning....the new year is also bringing some new laws more than a dozen new or revised state laws are slated to go into effect today.

And one change begins with how louisiana is improving its spending of taxpayer dollars.

According to the advocate--- the louisiana state law institute will now hold its meetings in public buildings to avoid spending tax dollars on upscale hotels... this is an effort to cut down on state spending.for a list of new laws taking effect for the start of the new year..

3 on this first day of the new year, a lot of new laws went into effect.for one......the minimum wage is going up in twenty states including washington, d.c.

Beyond that, the new laws cover everything from carrying guns in public to holding a cell phone while driving.

More from nbc's justice correspondent, pete williams. the new year begins in california with a ban on holding a cell phone while driving.phones must be mounted, and they can only be used for functions that require a single tap or swipe, like answering a call."you're not paying attention, something happens in front of you, by the time your mind thinks about it and you react to it, it is definitely too late."philadelphia begins the new year as the first big city with a tax on sugary sodas -- one and a half cents an ounce.

That's 24 cents for a 16-ounce drink.

The soft drink industry is suing to stop it.beginning today in missouri, anyone 19 or older who owns a gun can carry it in public -- concealed -- without getting training or a permit.

Some county sherrifs opposed it: "this law would allow anybody to go get a gun, carry it, and never have to fire the weapon until they think it's necessary to use it without any education whatsoever."

California, as of today, imposes tougher gun laws.

It's now illegal to sell most ar-15 style weapons, banned as assault rifles.

Current owners must register them.under a new law in maine, doctors cannot prescribe more than a seven-day supply of pain killers such as vicodin, or percocet -- or a 30-day supply for chronic pain -- intended to reduce opioid abuse.a new colorado law makes it a crime to misrepresent a pet as a service animal.

The state says untrained pets interfere with real service dogs."we get from people who want a service dog vest so that they could keep their dog with them all the time."starting today in illinois, bicycles are entitled to the same right of way as cars.

The law was passed after a vietnam veteran, dennis jurs, was killed when a diver failed to yield.drivers in boston begin the new year with a lower speed limit -- now 25 miles an hour, down from 30, to reduce traffic deaths."beacon street is like a freeway."and in alabama, no more common law marriages.

Getting married to celebrate the new year will require a license and a ceremony.

3 our crime watch begins in iberia parish---where three people are recovering this morning after being stabbed during a domestic disturbance deputies were called to cedar hill circle around 3 sunday morning .

Investigators found the three victims and proceeded with medical aid until those victims were trasnsported to a local area hospital.

The suspect---25-year-old cody toucheck of new iberia was arrested by deputies in st martin parish on unrelated warrants.

Additional charges are pending.

Also in your crimewatch this morning....police are still on the hunt for a fugitive in lafayette parish.

19-year-old patrick henry junior is wanted for aggravated battery, armed robbery and multiple other charges..

Henry is considered armed and dangerous.

Detectives believe he is being protected by people in the community and they warn that anyone found preventing his arrest will also be arrested for their assistance in hiding a wanted fugitive if you do know the where henry could be hiding....you're being asked to call 9-1-1 immediately the identity of two suspects wanted in connection with a cecilia homicide are still unknown.investigators released video of two men who were seen near 43-year-old lionel potier's home the night he died.

The suspects were also seen leaveing the property in the 11-hundred block of orchard park drive just before police were called.

They are identified as two black men both between five-seven and six feet and 180 to 200 pounds.

Anyone with information on the identity of these men are asked to call the st.

Martin parish sheriff's office.

The iberia parish sheriff's office is investigating a fatal crash.

Deputies say 58-year-old nyron derouen ---drove off the highway and hit a utility pole on south lewis street near oil center drive.the crash happened around four sunday afternoon.

He was transported to a local hospital where he later passed away investigators believe alcohol is suspected to have played a role in this crash.

Beware of scammers this morning--- lafayette utilities system is warning of scam phone calls being made to a handful of local businesses.

The scammers theaten to disconnect service unless a delinquent bill is paid they then tell the customers to call an 8 hundred number to make a payment over the phone.

L-u-s says a live person will never process a payment over the phone and account verification is always required before discussing the status of a bill.

Making it through another year has been an accomplishment for so many people which of course calls for a celebration.....not just for the adults but for the kids as well the children's museum of acadiana held a special new year celebration just for them.

Making it a special new year's celebration for parents like candice and josh charkolis and brandi james.

"i'm not sure that my daughter is going to be able to stay up til midnight so this a good way for her to take part in the festivities."" "i'm excited for them cause they don't normally get to spend it this way.normally, it's the fireworks and the late night and being on the roads and the highways which can sometimes be unsafe nats and no one has to worry about trying to stay up all night.

"it's a chance for them to celebreate the new year with their children in the way they may not because a lot of venues only offer adult activities of course because it is late at night."

As brandi looks to the new year, she only was wish for two children in 2017.e"they've learned a lot this year.

They are about to be celebrating some birthdays.

One in february and one in may so as they continue to grow my only hope for them is to become a better person year by year."

Philip bourdreax acadiana's klaf news> many people are still celebrating the beginning of 2017 some by poping fireworks... but safety officials are urging to be responsible.

Fire works can be dangerous and once ignited ... it's mostly out of your control.

The lafayette fire department says the main concern is paying close attention to where the ignited fireworks end up falling.

<"anytime you shoot something off in the air you don't know where it's going to land so our concern is to make sure you monitor your fireworks.

If you're shooting out in a large field somewhere just make sure once it lands it doesn't ignite the field."

It is "illegal" to set off any fireworks within the city limits of lafayette.

For those areas allowing residents to pop fireworks--the fire department also recommends having a fire extinguiser and water hose near by incase there is a small fire.

3 while many brought in the new year with parties and celebrations....one family not only welcomed in 2017 but also welcomed a new little one to the world the first baby of 2017 was born under some unique circumstances.

Because at age 16 michelle newsome found out she couldn't get pregnantit was at that moment her sister laura promised to be her surrogate.

"she always told me she would but i didn't take her seriously."

More than a decade later, michelle got married and finally took her up on that offer."she was ready.

It was weirdly simple for us to make the decision.

We love each other a lot."

Just a few hours later at 9:45 am, little grayson fontenot was the first baby to be born at lafayette general.

He is the son of eric and andrea fontenot grayson weighs six pounds, six ounces and measured 20 inches long.

As the first baby born, lafayette general also gave the family a very nice gift basket.

Often lost in the excitement of the first born child of the new year is the last child born in the ending year.

For 2016, that honor goes to montel hypolite junior.

He was born around 6:45 p-m on new years eve at women's and children's, just a few hours shy of the new year.

Montel junior is seven pounds and the first son of montel hypolite senior and jarian johnson.

"yeah it's very special having him in our arm just before the year starts."> big congrats to all the 3 parents who ended the year with a blessing and who are now starting the new year with a little bundle of joy.

Two locations are open.in upper lafayette---400 north dugas road and on the southside---sandbags are available at 1017 fortune road in youngsville.

Residents must supply their own manpower and shovel.

There is a 20 bag minimum.the locations are open during daytime hours only.
