He joined owners of several small businesses to talk about road to recovery... an* - criticized two northern california counties for re- opening before stay at home orders have been lifted.

Governor gavin newsom has agreed to a re opening plan for active recreation on several orange county beaches... that means its only open activities like jogging, swimming, or surfing..

The governor's compromise with the other cities comes 5 days after newsom shut orange county beaches down in an effort to slow the spread of the coronavirus... a federal judge says the governor had the right to ban church gatherings.

The ruling tuesday said the governor's 'stay at home' order did not violate constitutional rights to free assembly and religion.

This case stemmed from a lodi church which held service in late march...defying the order.
