State health officials say nail salons can reopen in Kern County under specific health guidelines.
One local salon owner said they did not open outdoors because of the heat and the smoke, but the nail technicians are excited to get back to work.
She said they'll work to make sure they are in compliance in the coming days and then plan to reopen.
