This is the funny moment a Spanish politician wearing a face mask mimics a speech in perfect English but it was later revealed he was being dubbed by a native speaker.The bizarre incident was recorded during the Spanish city of Valencia’s bid to become the European Capital of Innovation 2020 yesterday (Thursday).Valencia lost the honours which went to the Belgian city of Leuven but left with a very bizarre story including Valencia Councillor for Innovation Carlos Galiana who also works as an actor.The video shows the moment Galiana speaks in a 90-second video where he is seen wearing a face mask and makes his bid for the city’s candidacy apparently speaking in perfect English.However, it was later revealed that Galiana did not speak a word during the video and was dubbed by a native speaker after some locals noticed the voice did not match the councillor's.
