--- its hard to make decisions during these uncertain times.

But -- universities have no other option.

They've been forced to make plans for their students months in advance -- without knowing what situation we'll be in regarding covid-19.

As kezi 9 news reporter jillian smukler explains -- some students say the university didn't prioritize the most important factor.

Safety.

"its a feeling of being seen as a source of profit and being penalized for when we're not fulfilling that role."

University of oregon students are speaking out about what they call 'unfair fees'.

"when you have students who are broke and struggling for every penny, to require them to pay housing that they're not even using i mean to me thats criminal" the university didn't require first year students to live on campus this year.

But, if they did move into the dorms... and want to leave mid-year..they have to pay 9 dollars for each day of the remaining contract period.

Many students took to an anonymous instagram page -- sharing how much they'll owe if they decide to leave early.

Meanwhile -- some starting comparing the difference in policies betwen the u of o and osu.

"from the start it seemed like osu was making these choices easier whereas uo has consistently shown that maybe they value profit over student experience" bridge: u of o students tell me they're not shocked to hear that oregon state university is allowing their students to cancel their housing contracts without paying a fee.

They say charging students only for the days they're living in a room on campus is the most practical option.

"steve, we thought it was the right thing to do" steve clark with osu says -- only a handful of students have moved out early.

"steve, some students not a large number did move into our dorms and residence halls and decided at that point or shortly after that things were not what they wanted at that time" but he says -- families are dealing with enough financial difficulties due to the pandemic alone.

"as a result we said we would allow students to break their contracts for residential life" students say the u of oh needs to handle it more like oregon state... especially if they're leaving over safety concerns.

"osu's idea makes so much more sense because they're not penalizing students for prioritizing their health so what's next?
