Prime Minister Boris Johnson says the risk of intensive care units being overwhelmed is "very substantial", although he could not give a prediction as to when.
He added the strain on the NHS was "colossal" with hospitals dealing with 70% more inpatients than they were at the peak of the pandemic in April.
