Seattle City Council rejects pair of proposals to slash police budget by half

SEATTLE — The Seattle City Council on Wednesday rebuffed two proposals to slash funding to the Seattle Police Department but the panel did approve a plan to dismantle the agency Navigation Team, which works with the homeless, and trim the pay for some of the department's top brass, including Chief Carmen Best.
