We took at look at the city charter... which simply states that there needs to be a police department overseen by the mayor.

The city currently has a community based police oversight committee working to make police policies more transparant.

Rochester's city attorney says that transparency is important.xxx <i think it's very important and i think a lot of people don't understand especially what the police department, what they do on a daily basis, so i'd absolutely think it's important that the community understand what they do.> the community police policy oversight
