Canada: Federal ministers discuss bill to amend terrorism laws blocking aid to Afghanistan – March 9, 2023

In Ottawa, federal ministers Marco Mendicino (public safety), Harjit Sajjan (international development), and David Lametti (justice) discuss their government’s newly tabled legislation.

Bill C-41 would allow Canadian humanitarian groups to operate in Afghanistan and other regions controlled by terrorist groups, without being criminally liable under Canada’s anti-terrorism laws.

The ministers are joined by Marie-France Lalonde (parliamentary secretary to the minister of immigration, refugees and citizenship) and Conrad Sauvé (CEO of the Canadian Red Cross).
