Facebook Inc. will give $20 million to U.S. small businesses owned by women, minorities and veterans, Chief Operating Officer Sheryl Sandberg said Wednesday, the same day that shares of the Menlo Park-based social media giant hit an all-time high following the announcement of a new e-commerce feature.
