Citing an unprecedented budget shortfall due to the Covid-19 pandemic, Mayor London Breed on Monday announced plans to ask voters to eliminate the city's payroll tax in favor of an expanded gross receipts tax and provide tax and fee relief for small businesses. Breed also said she plans to separately introduce a measure to the Board of Supervisors that would raise taxes once the economy approves.
