U.S. Announces Tough New Sanctions on Russia

The sanctions are in response to several transgressions: the SolarWinds hacking attack; the C.I.A.’s assessment that Russia offered to pay bounties to militants in Afghanistan to kill U.S. troops; and Russia’s interference in U.S. elections.
