MoneyWatch: Justice dept. to announce settlement with Citigroup; prices of gas and oil drop

After investigating Citigroup's practices leading up to the financial crisis in 2008, the justice department has reached a seven billion dollar settlement. Also, the average price of gas dropped four cents. Jill Wagner reports on the day's top MoneyWatch headlines.
