Gov.

Andrew Cuomo and the legislature agreed on a state budget around 3 a.m.

Friday morning.

Dollars.

State lawmakers voted -remotely- on the state budget.

The state is expecting at least $10 billion less in tax revenue.

In the deal.

Bail reform changes... structural changes to reduce billions in spending on the state's growing medicaid program.

An expansion of sick leave... and a ban on flavored ecigarettes to curb child vaping.

The governor did say the state is quote, "broke!"

State senator joe griffo said in part --- this of the budget.

"due to this year's unorthodox legislative session and given the national crisis that we are confronting, there will be a need for additional initiatives and funding from the federal and state governments to support and help residents, businesses, local governments and taxpayers.

I will continue to advocate for such assistance and additional resources that can help our communities, businesses, economy and state recover once this public health crisis subsides."
