Across the nation, protestors have demanded for the defunding of police departments as well as police training reform to lower the chances of abuse of force and police brutality.

Com.## tonight -- the chico city council is joining the nationwide discussion about police oversight and the police department budget.

Action news now reporter esteban reynoso is live in chico -- esteban -- what does local law enforcement have to say about a change in use-of-force training i spoke to former chico police chief mike maloney about what he thinks the issue is when it comes to training.

California governor gavin newsom recommended on friday california police departments stop using and training the carotid choke hold method.

But long time former chico chief of police mike maloney says the issue of training lies within the budget.

Sot: i believe there is always an opportunity to enhance police training now here's the challenge the challenge is the ability to train is restricted by the availability of budget and i can tell you that when times get tough fiscally one of the first budgets to be frozen or grabbed away from the police department is the training budget.

Maloney told me only a fraction of the budget goes towards training and that constant refreshers of training protocol would be far more affective.

I spoke with someone who didn't want to be identified.

They told me it's not the budget he's worried about - but accountability.

Sot: even if there was any provoke violence and if nothing happens then i had to look at it and say that the police force earn this budget or did they abuse it.
