Kristian you spoke with one business owner who shared his frustrations about people not following the guidelines.

Does he think this will help?

The owner of broadway heights says he's glad the city is working to enforce these regulations, but he is flat out frustrated that he had to shut down a second time.

He says people need to follow the state's guidelines.

Scott schulman says things at his restaurant were going very well when they reopened for in person dining a few weeks ago.

He tells me he was able to hire more employees and they were following all of the guidelines.

But he says he was upset when the county ended up on the watchlist and was forced to close indoor operations for a second time.

"very frustrating i got angry, i watched people in my business doing the wrong thing and customers doing the wrong thing and not taking it seriously and we work hard trying to do it right up here and then it gets pulled out from underneath you./// that sentiment that the city has heard on numerous occasions, there level of frustration across the board for many reasons, i think that city council emphasized the fact that we need to be educating the public over and over and over again.

And hence why the city is focusing on this right now."

He says he is thankful that the city of chico is working to help restaurants owners who are struggling transition to outdoor dining.

Broadway heights plans on opening up for outdoor dining very soon.
