Rwanda: Public Institutions to Be Liable for Lost Lawsuits

[New Times] The Minister for Justice Johnston Busingye has said that the law will go after public entities that connive with complainants urging them to file court cases as cover-up for their mistakes in poorly or undocumented transactions.
