The conflict between Maryland Gov. Larry Hogan and Montgomery County over who can make the call on reopening private schools in the state’s most populous county took another step Wednesday, with county Health Director Travis Gayles issuing a new order suspending in-person teaching at all nonpublic schools until Oct. 1.
