Mayor Ken Welch, the fourth St. Petersburg mayor to try to woo the Tampa Bay Rays to stay in Tampa Bay, is taking his own swing at a request for proposals for the Tropicana Field property in downtown St. Pete. What makes his approach different from the previous mayor's?
