DEL RIO, Texas--(BUSINESS WIRE)--The Federal Home Loan Bank of Dallas (FHLB Dallas) will join Wells Fargo Bank (Wells Fargo) at a groundbreaking ceremony for a 60-unit affordable apartment complex in Del Rio, Texas, on Friday.
