Russia, Belarus Excluded from Paris Olympics Opening Ceremony

The International Olympic Committee announced that neutral Russian and Belarusian athletes were relegated to watching the fluvial procession of fellow athletes competing in the Paris Olympics during the opening ceremony on July 26.
