Just days after Seattle's mayor and police chief announced a ban on tear-gas use during demonstrations, a crowd of protesters on Capital Hill were hit with tear gas. Seattle's citizen-led police accountability watchdog is investigating the use, and the Seattle City Council is scheduled to hear a proposal to outlaw tear gas and other crowd-control devices on Monday.
