Richmond will dismantle 11 statues with Confederate links overall, mayor says, as 2nd monument comes down

Work crews in Richmond, Va., removed the second confederate statue Thursday, one day after Mayor Levar Stoney enacted emergency powers to have eleven statues taken down in light of recent protests.
