Congress expected to vote to arm and train Syrian rebels

Congress is expected to vote next week on granting the President authority to arm and train moderate Syrian rebels that the White House hopes will take on ISIS from the ground while the U.S. attacks from the skies. But lawmakers have misgivings. Nancy Cordes reports.
