Joseph Downey, 59, is leading Urban Search and Rescue — New York Task Force 1, a team of 83 cops, firefighters and other rescuers heading toward Baton Rouge, Louisiana, to help with rescue efforts. He estimates about one-third of the members are from Long Island.
