Baxter was a guitarist for the Doobie Brothers and Steely Dan.
Baxter has also cultivated a career in the Pentagon with numerous security clearances.
He's a self-taught expert on missile-defense and counterterrorism.
Baxter was at the White House to watch President Donald Trump sign the Music Modernization Act.
