Bluff restaurant that opened its doors defying the governor's stay at home order.

But it didn't last long.

What's going on karen?

Not only did the owner of the palomino room get citedãhe could also lose his liquor license.

Sot(carlos zapata, owner--- palomino room): you know, we did what we felt we had to do to take a stand and we had an awesome, it was an outstanding weekend, we were packed.

Owner of the palomino room--- carlos zapata says business was booming on friday when he reopened for dine-in.

But since then - red bluff police gave him two citations.

Sot(carlos zapata): no i'm not going to jail, no we didn't get fined, we got a citation and that will be determined in the courts to attest whatever that even means.

Zapata says he got one citation the night he opened and another one the next day.

But that's not the reason he went back to doing take out only.

Sot(carlos zapata): abc threated to take, revoke, our license if we stayed open.

((broll))we checked with the california department of alcoholic beverage control---and found this posted on their website--- regarding businesses that chose to stay open: the department has received numerous complaints in the past six weeks that licensees have opened their premises in defiance of these orders.

The department has investigated all of these complaints, and for those found to be so operating, the department has contacted these licensees and advised them to close immediately.

Advising them to: only do take out no dine in eating or drinking.

Post signs telling people only limited service and keep people from hanging out in the area.

Stand up: so since reopening, these are just two of the signs posted outside the restaurant outlining safety precaution.

People in red bluff---weighing in--- mos(diane rodelo): i think it should be left up to the individual, if you feel comfortable going in and eating that's, your decision.

Mos(esther loera, lives in red bluff): i do because people are desperate, people have bills to pay, people have families to feed and they have to do what they have to do.

And if that means opening, but as long as you take precautions not to infect peiole around you zapata tells action news now he's sticking to take-out---but he's in the process of taking legal action against the state.

I did talk to some people who said it's important for all restaurants to follow the governor's order---and open when the state says it's okay to open.
