City councilmember scott huber initially had a suggested item on the city's agaenda tonight to discuss options for the homeless population and did not want to wait another week to discuss these options.

You know it is getting close to a time when it is very cold in chico and i didn't feel like we should wait to implement any cold weather solutions that we might be able to come up with right away so i asked that a emergency meeting be scheduled.// i am concerned for them, for the homeless community.

Huber says shortly after he requested the emergency meeting - he found out from city manager mark orme that there is already a warming shelter in place at depot park that fits into their budget and can be done without the city council having to come together to make a decision.

The city tells me in order for the warming shelter to be open to the homeless population it has to be at least 32 degrees outside.
