Onlooker Gal Stone captured the footage while on her way to work in Tabunok Talisay city, Cebu.

She said: "I didn’t expect it to flood very high and rain very hard because it was summer.

Soaring temperatures reaching 35 degrees Celsius are often followed by powerful tropical storms with thunder, lightning, rain and flash floods.
