"Return to work" resolutions in Illinois causing confusion for some business owners

Rural Illinois counties are starting to pass return to work resolutions, but that does not mean you can open your business with no consequence.

Around the country... "states" continue to move through phases of reopening.

Indiana is currently in phase 2 of reopening.

The third phase will begin may 24th.

Meanwhile -- the state of illinois is still on stay at home orders until the end of may.

Some regions of illinois are in phase 2 of the reopening plan.

But -- a lot of rural areas with little to no coronavirus cases think that plan should be re-evaluated.

News 10's sarah lehman is live in our newsroom.

She has more on some counties "return to work" resolutions and how it's causing some confusion.

Pritzker should make guidelines for the entire state of illinois.

Not just cook county.

In an attempt to reopen rural areas of illinois... clark county passed a back to work resolution.

Nat} "we are standing with you whatever the consequences is" just two days later -- nat} "we know your pain businesses we support you.

This is the best we can do."

Marshal city council passes a resolution of support for the county's resolution.

But -- it has caused some confusion for workers.

"i had people on my front doorsteps calling me wanting to know if they can go back to work.

And i just said no it is not that."

One local business -- mamas mending in marshall -- says they read the resolution and knew it was more of a call of action to the governor.

"it's pretty clear that they are just making a statement to the governor saying hey we believe that we oughtta be reopen."

They say -- even though they are losing business -- for the sake of their business license -- they're sticking with the governors plan.

"of course we're losing business but we want to comply with the state because we want to keep our license.

I mean we don't know that we would lose it, but we work hard at our business and we want to do what we need to do to protect it."

But some will go ahead and reopen.

Pritzker is aware of these resolutions being passed.

He says those who decide to reopen will face consequences.

Pritzker says the state can and will take away business licenses.

He also says counties that reopen out of defiance may not be reimbursed by fema for damages caused by ignoring the law.

Meanwhile -- take a look at this.

Crowds gathered in robinson, illinois tonight.

The crawford county council met to discuss a "return to work resolution" of their own.

You can see hundreds gathered at the courthouse asking for the county to reopen.

The crawford county council voted for/aganist the resolution.

Right now -- the meeting is still going on.

Again -- this resolution is not legally binding!

The county is only saying they will support their cities if they decide they want to start to reopen.

The state can still step in and take action.
