The utica city school district's reopening plan is a three phase approach.

The plan was approved by the school board after a detailed presentation.

If the state allows schools to reopen... phase one would be a hybrid of in person instruction and remote learning for elementary students.

None "these are the years for their building blocks, and their education and a good solid foundation, so we're going to try to have the in- person so that they're learning and our teachers are working with them the best they can in this type of a situation."

Middle school and high school students will start the year remotely.

Phase two would bring middle school students back into the building.

And phase three would see the return of high school students.

"we're going to look at the data, how everything is going in the elementary the status of oneida county and take it from there very slowly" superintendent bruce karam says students and staff will be screened everyday.

He says he is currently working with the health department to put a plan in place if someone in the district does test positive for the virus.

"we'll be working with oneida county health department on that, we'll be taking all the guidance from the state and the health department and then we will have a protocol and procedure and process ready for the opening of school."

Karam says putting together a plan in a district with almost 11 thousand students and 2 thousand employees has been a challenge, but he is confident this plan can work.

"i'm glad we finally have a plan together, the task force put a great plan together all our administrators, their input, the board of educations input and we're ready to submit to the state and we feel good."
